Salem Municipal Corporation Salem is the fifth largest city of Tamil Nadu state. Known for silk and fine cotton, Salem is also famous for steel products. Salem City is considered as Textile Export Zone by the Indian Government. The town is surrounded by beautiful hills, Nagarmalai on the north, on the south there is Jeragamali, Kanjanamalai on the west and on the east there is Godumalai.

Salem Municipal Corporation has 60 wards and is divided into 4 Zonal divisions. Salem Municipal Corporation is the local governing body like other cities of Tamil Nadu and total administration of Salem City is the responsibility of the corporation.


About Administration in Salem

Salem town is the headquarter of Salem District of Tamil Nadu. The municipality of Salem Town was constituted in the year 1867. The town was given special grade during 1966 and the city became upgraded to the municipal corporation in the year 1994 on 1st April. Municipal Corporation of Salem City Tamil Nadu is divided into six departments namely:

  • General or personal administration
  • Engineering
  • Public Health
  • City Planning
  • Information Technology
  • Revenue

All these departments are under the executive head of the corporation, the Municipal Commissioner. All 60 councilors of the municipal corporation representing each of the 60 wards of Salem are given legislative powers. An elected chairperson heads the legislative body of the corporation. He or she is assisted by a deputy chairperson. The limits of Salem Municipal Corporation has been extended from 1st April 1994 by including Kannanjurichi Town Panchayat, Jarikondalampatty Town Panchayat , Suramangalam Municipality and about 21 village panchayats.


District Collectorate in Salem

Like every other district in Tamil Nadu, Salem District has got a district collector who is the head of the all administrative works in Salem. The collector is responsible for looking after the law & order of Salem district, collection of revenue in the entire district, handling of any kind of crisis that arises due to natural disasters and also to provide required security during riots and others.

Thiru K.Maharabushanam is the present district Collector of Salem District. Thiru N. Prasanna Venkatesan is the District Revenue Office of the district and Thir Sandeep Nanduri is the Additional Collector(Project Director of District Rural Development Agency). For better administration, Salem has been divided into 4 revenue sub divisions-Salem including taluks Salem, Yercaud and Valappadi; Attur including Gangavalli and Attur taluks; Mettur including Mettur and Omalur taluks in it and Sankari sub division including Sankari and Idappadi Taluks in it.

Jurisdiction of Salem Municipal Corporation:

The municipal corporation of Salem is divided into two bodies-legislative and executive. The Mayor heads the legislative body and Chief Commissioner heads the executive body. Salem Corporation is divided into 4 zones namely Suramangalam, Ammapet, Kondalampatty and Hasthampatty. Each of these zones has got 15 wards within them. There is Zonal Chairman in each of these Zonal Offices and various types of zonal activities are looked after by an Assistant Commissioner.  The total 60 wards under Salem City Municipal Corporation are headed by a Mayor who has a deputy Mayor and councilors under him. Each of them represents one ward each. Salem District has about 9 tehsils, 20 blocks and 646 villages within it.

Salem has got three MLAs namely R. Mohan Raj from Salem North, M.K. Selvaraju from Salem West, and G.Venkatachalam from Salem South. S Semmalai is the MP from Salem.  District Court in Salem is the highest judicial authority of Salem District and town.


Courts in Salem

Salem District court looks after all the judicial processes of Salem District and Town. The Principal District Judge is Thiru T. Mohandass; Thiru L. Rajasekar is the 1st additional District Judge and Thiru. R. Pongiappan is the Presiding Officer of Labor Court. The principal District Court Salem looks after the jurisdiction of Salem District’s Revenue Taluk including Salem, Yercaud, Sankari, Attur, Mettur, Omalur, Gangavalli, Vazhapdi. The 1st additional district court Salem has the jurisdiction of the entire Revenue Taluk of Salem ( similar to the jurisdiction of principal district court).

Labour Court of Salem has jurisdiction of five districts including Erode, Krishnagiri, Namakkal, Salem, and Dharmapuri. The other courts of Salem are Special court For E.C Act Cases, Mahila Court, Family Court, 2nd Additional District Court, 3rd Additional District Court, Chief Judicial Magistrate Court, District Munsif’s Court, all subordinate Judge’s Court, and All the Magistrate Courts.

District Rural Development Agency Salem

DRDA or District Rural Development Agency is the main organ of the Salem District that is responsible for the implementation for different types of anti-poverty schemes planned by the State Government as well as the Government of India. The main focus is at the rural people. The cost of administration of DRDA is shared at a ratio of 75:25 between Central Government and the State Government.

The DRDA got established in the year 1980 and the District Collector is the chairman of the DRDA. The governing body of the DRDA is responsible for administration of the agency including major policy decisions as well as planning and implementing of various schemes and monitoring of the same. once in a quarter, the meeting of DRDA governing body is conducted. DRDA aims at:

  • Strengthen the rural infrastructure
  • Help in developing economic setup in the villages so that poverty and backwardness is eradicated
  • Improve the standard of living of the rural people by eradicating poverty
  • Help in removing any kind of economic disparity
  • Help in bringing up the rural people who are below poverty line


Jails in Salem

There is a central jail in Salem. The Central Prison Salem is the place to keep all habitual and habitual prison offenders of Tamil Nadu state. Prisons are the safe custodies that are meant to serve those people who are committed by the courts. These people are treated with humanity and are helped to come back to normal society after they get released from the prison. Central jail in Salem, like other prisons of the state follows reformation and rehabilitation programs for the prisoners.

Central Jail in Salem was built in 1862. In the year 1934, the Jail Annex was constructed so that adolescent prisoners could be given shelter. The prison is stretched over an areas of 113 acres. The prison is circular in shape resembling the petals of lotus flowers. All the cells of this prison have faces pointing to a common central point.

The Director General of Prisons looks after the Prison Department of Tamil Nadu. He is an IPS Officer and has the same rank as the Director General of Police. He has one Deputy Inspector General of Prisons at the head quarters level and 4 Deputy Inspector General of Prisons for the range and one Chief Probation Superintendent  for the Probation Branch. The prisons have strong safety and security measures for the prisoners and for the welfare of the prisoners, Prisoner’ Adalat is also held.

Law and Order in Salem

Salem City’s law & order is maintained by the sub-division (Salem) under the Tamil Nadu Police and is headed by Deputy Superintendent of Police.  Salem town has got four police stations and one of these police stations has got all women employees.
